Persons eligible to apply:  All career postal employees within the Nevada-Sierra Performance Cluster who have at least six months of current, continuous career service in the Postal Service.  Must be willing to accept assignments at any location within the performance cluster.  (Note: A postmaster may not be assigned as OIC for at least one year following appointment as postmaster).  

 

SPECIAL NOTICE

 

Updates of current application and new applications may be submitted at any time.  New applications will only be reviewed by the Manager-In-Charge Committee on a quarterly basis.  Applications will remain on file for a 2-year period.  During this time, it will be the applicant’s responsibility to update their personal skill base in order to remain competitive for OIC assignments.  All applications will be purged at the end of Quarter 4 FY 2006.  Beginning with Quarter 4, FY 2006 all applicants, previous or future, must submit an updated 991 each fiscal year.

 

HOW TO APPLY:  Submit a completed Form 991, including:

             

  1. In the “Position Applied for” block of the 991, state “OIC”.   In the “Grade” block indicate each of the categories you are interested in (EAS-15 and below), (EAS-18-21), or (EAS 22).
  2.  List separately from your permanent jobs any temporary details or MOIC assignments in the “Postal Position” section.
  3. Address each of the below listed KSA’s indicating specific qualifications and pertinent information using a STAR format (Situation/Task/Action/Result):  Decision Making/Problem Solving, Budget Operations, Planning and scheduling of work, Safety and Health, Customer and Community Relations, Labor Relations, Equal Employment Opportunity, Employee Development, and Supervision.

All 991’s will be presented to the Officer-in-Charge Committee for review by category lists.  Applicants will be notified as to their category rating.
